PayPal Fees Explained: Transaction, Merchant, and Hidden Costs
Understanding PayPal Fees
PayPal's fee structure has grown increasingly complex, with different rates applying to different transaction types, payment methods, and business categories. Both individuals and merchants need to understand these fees to accurately calculate costs and compare PayPal with alternative payment methods.
Standard Transaction Fees
For merchants receiving domestic commercial transactions, PayPal charges 2.99 percent plus 0.49 dollars per transaction. Online card payment processing costs 2.59 percent plus 0.49 dollars. In-store QR code transactions are 1.90 percent plus 0.10 dollars. Personal transactions funded by PayPal balance or bank account are free, while those funded by credit or debit card cost 2.99 percent plus a fixed fee. These rates apply to standard PayPal Checkout integrations and may vary based on volume and negotiated rates for larger merchants.
International Transaction Fees
Cross-border transactions incur an additional international fee of 1.50 percent above the domestic rate, making the total merchant fee for an international commercial transaction approximately 4.49 percent plus a fixed fee. Currency conversion carries an additional spread above the base exchange rate, typically 3 to 4 percent. This means that an international transaction involving currency conversion can cost a merchant over 7 percent in combined fees, which is significantly higher than many competing cross-border payment solutions.
PayPal Friends and Family vs. Goods and Services
Sending money to friends and family within the United States using PayPal balance or a bank account is free. Credit or debit card funded transfers cost 2.99 percent. International personal transfers cost 5 dollars per transaction when funded by balance or bank account. The Goods and Services option, which provides buyer and seller protection, always charges the seller the standard commercial transaction rate. Some sellers request that buyers use Friends and Family to avoid fees, but this practice violates PayPal's terms of service and removes all protection for both parties.
Chargeback and Dispute Fees
When a buyer files a chargeback through their card issuer, PayPal charges the seller a 20 dollar chargeback fee regardless of the dispute outcome. If the seller does not respond to the chargeback notification within the specified timeframe, they automatically lose the dispute. PayPal's seller protection program may cover eligible transactions, but the criteria are strict and require documented proof of delivery to the confirmed shipping address.
Withdrawal and Transfer Fees
Standard transfers from PayPal to a linked bank account are free but take one to three business days. Instant transfers to a bank account or eligible debit card cost 1.75 percent of the transfer amount with a maximum fee of 25 dollars. Check withdrawals cost 1.50 dollars each. Withdrawals to cards issued outside the United States may incur additional fees depending on the card issuer and country.
Micropayment and Subscription Billing Fees
For businesses processing high volumes of small transactions, PayPal offers a micropayment rate of 4.99 percent plus 0.09 dollars, which can be more economical for transactions under approximately 12 dollars. Subscription billing through PayPal costs the standard transaction rate plus any applicable international fees. Failed subscription payment retry fees may also apply. Businesses should model their specific transaction profiles to determine whether standard or micropayment rates are more cost-effective.
